Graduated in 1985 at Cairo University, where he got his training as an intern then as resident till 1990. He got his Master of Ophthalmology from Cairo University in 1989.

In 1990, he moved to the then newly inaugurated Research Institute of Ophthalmology, a state of the art sub-specialized eye hospital, and one of the largest Eye hospitals in the region.

In 1993, he moved to Japan for advanced clinical and research training, where he continued his clinical and research activities at Kyushu University; one of the 7 most prestigious universities in Japan, which used to be called Imperial Universities. During that period, he acquired the permission for advanced clinical training undersigned by the Japanese Minister of Health. He acquired his Doctoral Degree and PhD in Ophthalmology early in 1998.

On the way back to Cairo, he visited Doheny Eye Institute, Los Angeles (Prof Dr Narsing Rao), the Eye Section of the Children Eye Hospital of Los Angeles, University of Southern California Prof Dr Tim Stout), Massachusetts Eye and Ear Infirmary, Harvard, Boston. He then returned to Cairo RIO, where he is currently working as an Assistant Professor of Ophthalmology.

Dr Khalil has a wide range of scientific publications in Egyptian, Japanese, European and American journals and books. He has presented his works to tens of prestigious congresses worldwide. He is often invited as a guest speaker to many congresses worldwide. Dr. Khalil has lectured and taught physicians on nearly every continent, and is a much sought after speaker, both nationally and internationally, regarding cataract, glaucoma and refractive surgery.

He had the chance of getting first hand contact and training with some of the most imminent international figures in various universities and hospitals around the world.
